Taal Mayor Fulgencio Mercado said his town was already “97 percent operational,” but pleaded with public and private organizations to donate more money for the recovery of families affected by the eruption of Taal Volcano in January.

“We need money. Pakapalan na ng mukha (I’m being shameless),” Mercado said in an interview on Thursday at Kamuning Bakery in Quezon City.
