OUR editorial yesterday addressed the Philippines’ critical need for a National Land Use Act (NaLUA), a measure that has been repeatedly introduced in Congress, including the current 18th one, but has yet to come into being. Two recent news stories about another lately popular topic, so-called “onerous” contracts between private enterprises and the government, further illustrate why the NaLUA is very important.

The first story concerns the arrangement between the Ayala Group and the University of the Philippines (UP) for the lease of the land where the UP Technohub is located along Commonwealth Avenue in Diliman, Quezon City. According to Palace spokesman Salvador Panelo, Ayala Land Inc. has been paying a mere P20 per square meter (sqm) per month for the property on a 25-year lease that is due to expire in 2033.
