THREE people died as typhoon 'Tisoy' (international name: Kammuri) wrought havoc in the country with its strong winds and heavy rains.

Claudio Yucot, director of Office of Civil Defense (OCD) Bicol, in an initial report, said the fatality from Libmanan, Camarines Sur was identified as Marco Paulo Orsowa, 33, who was electrocuted as he was repairing the roof of their house at about 12 midnight.
