A group of harbor pilots has opposed the passage of bills seeking open competition in all ports in the country and to make pilotage services optional.
Captain Ramon Verga Jr., president of United Harbor Pilots’ Association of the Philippines (UHPAP), has battled against legislators who worked to remove the monopoly in the pilotage services.
