Malacañang has asked Congress to pass a bill that seeks to create a department for disaster resiliency after another earthquake jolted Bukidnon and other parts of Mindanao on Monday night.
Cabinet Secretary Karlo Alexei Nograles stressed it was time to pass the measure in order to strengthen the country’s disaster risk reduction and management efforts.
