MORE than 3,000 passengers, and about 700 cargo, vessels and vehicles were stranded in different ports in the Bicol Region and provinces of Samar because of tropical storm 'Ramon.'Citing figures from the Philippine Coast Guard (PCG), 3, 046 passengers were prevented from leaving the ports in Tabaco City in Albay, Matnog in Sorsogon, Pioduran in Albay, Pilar, Sorsogon and Catanduanes, as well as ports in Western and Northern Samar, as of 8 a.m. on Thursday.The PCG also said the operations of 699 rolling cargoes, 18 vessels and 10 motorbancas were temporarily suspended.The PCG said this was after the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) eaised storm signals over Bicol.'All PCG units ensure the strict implementation of the guidelines on the movement of vessels during heavy weather to ensure the safety of lives and properties at all costs,' the advisory said.The PCG said those stranded would be allowed to leave once the Philippine Atmosheric Geophysical Astronomica Services Administration (Pagasa) has lifted the storm alerts..
