Cebu City police chief replaced

Cebu City Police chief Col. Gemma Vinluan was replaced of her post after the murder case of Clarin, Misamis Occidental mayor David Navarro was turned over to the National Bureau of Investigation in Central Visayas (NBI-7) for further investigation.
