EXECUTIVE Secretary Salvador Medialdea filed another libel complaint against Special Envoy for Public Diplomacy to China Ramon Tulfo on Tuesday, his lawyer said on Tuesday.

Elvis Balayan said his client filed several counts of libel against Tulfo for his articles published in The Manila Times that “implicated” him in alleged corruption at the Philippine Charity Sweepstakes Office, which he added was 'totally baseless.'
