FROM finishing her third term as governor of Cebu with a six-month suspension, and having been dismissed and disqualified perpetually by the Ombudsman, Cebu’s 3rd district representative and former governor Gwen Garcia is back with a vengeance. She defeated vice governor Agnes Magpale in the gubernatorial race. Incumbent governor Hilario “Junjun” Davide 3rd, Magpale’s running mate, won as vice governor but will be presiding over a provincial board dominated by Garcia’s partymates.
