Looming water wars?

AMADO S. TOLENTINO, JR.

WATER wars seem to be inevitable as a consequence of climate change which brings about major global challenges — loss of water resources due to deforestation, expansion of agriculture and urban growth; warmer temperature causing desertification and inadequate food supply; drought sparked conflicts over water supply as downriver inhabitants safeguard their share. All these could undermine a country’s capacity to carry out its function of providing security to its people.
