Vote-buying ‘has become a big problem’

THE Commission on Elections (Comelec) has tapped the Philippine National Police (PNP), Department of the Interior and Local Government (DILG) and the National Bureau of Investigation (NBI) to combat vote-buying during the May 13 elections.
