FUGITIVE Chinese-Filipino businessman Dong Yi She alias Kenneth Dong, the alleged middleman in the smuggling of P6.4 billion worth of shabu at the Bureau of Customs (BoC) in 2017, was arrested in Muntinlupa City on Monday, but his capture was announced on Wednesday by the National Bureau of Investigation (NBI).
