'The NHQ (PNP National Headquarters) and SND (Secretary of National Defense Delfin Lorenzana) ordered a lockdown in Jolo Sulu [so] that is why you cannot see anyone in public and all stores are closed,' Philippine National Police Chief Oscar Albayalde said during his visit to Mount Carmel Cathedral, scene of the blast on Sunday at 8:58 a.m.
