MARAWI CITY, Lanao del Sur: Voting precincts opened early on Monday for the historic plebiscite on the Bangsamoro Organic Law (BOL) amid the bad weather caused by Tropical Depression 'Amang.'

'Amang' made landfall in Surigao del Sur on Sunday night and is causing rain in parts of the Visayas and Mindanao.
