WHILE conceptualizing this column, my friends Karl and Ronnie suggested a basic discussion on the concept of a regulatory sandbox or regulatory sandbox licenses (RSLs). This concept may initially paint a mental picture of little children playing in a box filled with sand. I remember my parents’ stories about my very first experience with a sandbox, where my Lolo Pepe dug up some soil and placed me on top of it to teach me to become adaptable and matibay (durable).
