A new foreign secretary that befits a time of new initiatives in PH foreign relations

It is striking that when the time came to decide on Teodoro “Teddy Boy” Locsin Jr.’s nomination as secretary of foreign affairs, the Commission on Appointments (CA) had little to say except “Amen.”

Normally, CA members are persnickety about cabinet nominations and jealous about their authority. They make nominees pass through a gauntlet, and court lobbying by interest groups, for or against the nomination.
