POLITICAL rights and civil liberties have been in decline for the last 12 years and in 2017 reached their lowest point, laments Freedom House in its 2018 report. The period has beencharacterized by the emergence of autocrats, beleaguered democracies and the United States’ withdrawal from its leadership role in the global struggle for human rights.
