Foreign Affairs Secretary Alan Cayetano on Thursday said the Duterte administration’s plan for a joint exploration and development deal with China over South China Sea (West Philippine Sea) resources would face tough legal challenges over a constitutional restriction, among others.
Under the deal, the Philippines will get 60 percent of the benefits against China’s 40-percent share.
