A German was arrested at the Clark International Airport in Angeles, Pampanga for "illegally" recruiting four Filipino women as caregivers, the Bureau of Immigration said on Wednesday.
The suspect, Herbert Joseph Vogt, 72, “attempted” to take the four Filipino women, all of which were his German language students, out of the country and into Germany, said Deputy Commissioner Marc Red Mariñas, Immigration officer-in-charge (OIC).
