More than two years after World War 2, an educational exchange program was created in the US legislature through the efforts of Senator J. William Fulbright to promote peace among countries. Its objective was to be an “essential vehicle for mutual understanding among individuals, institutions, and nations.”
An executive agreement was signed on March 23, 1948 by US Ambassador to the Philippines Emmet O’Neal and Philippine Vice President Elpidio Quirino to promote understanding between the two countries through education exchange, officially forming the bilateral United States Educational Foundation in the Philippines, which later became the Philippine-American Educational Foundation (PAEF).
