THE Department of Public Works and Highways (DPWH) is finalizing its decision on the grant of an original proponent status to MPCALA Holdings Inc. for the Cavite-Tarlac-Batangas Expressway (CTBEX) project.

“Actually, we’re finalizing...I don’t want to pre-empt pero (but) soon, I think,” Public Works Secretary Mark Villar told reporters when asked when the DPWH will issue the OPS to Metro Pacific Investments Corp. (MPIC), ultimate parent of MPCALA Holdings.
