ONE often reads these days about Malta in connection with the upsurge of refugees from the Middle East and Africa crossing the Mediterranean and landing on any of the islands of Malta. Actually, there are two sovereign entities carrying the name “Malta.” Both are involved in the Mediterranean refugee crisis, and the nature of their involvement points to the difference between them.
