Cebu City Mayor Tomas Osmeña said he is planning to join a scheduled dialogue between angkas drivers and the Land Transportation and Franchising and Regulatory Board (LTFRB), which had declared that the drivers were plying their routes illegally. The dialogue has been set for December 12 at the LTFRB central office in Manila. Osmeña had noted that angkas drivers can easily be identified in their app registration where their names and contact numbers are found. Many passengers reportedly prefer to hire a habal-habal, partly because it can bring them to mountainous areas. But Osmeña noted that many habal-habal drivers are minors. He described the angkas as an affordable and a practical mode of transportation.
