The ghost employee system at the Quezon City government is not new and its discovery by the Commission on Audit (COA) regarding its probe on the case of Councilor Roderick Paulate and Rep. Francisco Calalay Jr. is apparently just the tip of the iceberg.

Reliable sources that The Manila Times have talked to stressed that the illegal system has been happening long before Mayor Herbert Bautista took office six years ago.
