The North Luzon Harbor Link Segment 9, which will connect the North Luzon Expressway (NLEX) with MacArthur Highway in Karuhatan, Valenzuela City, was expected to open on March 18, the Manila North Tollways Corp (MNTC) announced.
“We are just awaiting the toll operations permit from TRB (Toll Regulatory Board). We are targeting next week, maybe March 18,” said Rodrigo Franco, MNTC President and Chief Executive Officer.
