With a 3-2 vote, the Bids and Awards Committee (BAC) of the Commission on Elections (Comelec) has declared Smartmatic-Total Information Management (TIM) to be an eligible bidder for the procurement of Direct Recording Electronic (DRE) machines for the 2016 polls.

The BAC on Tuesday announced that the joint venture of Scytl Secured Electronic Voting and Vibal Group Inc. (Scytl-Vibal) has been declared ineligible to become the service provider of the DRE machines.
