In her speech September 19 before the Integrity Summit of businessmen, Supreme Court Chief Justice Lourdes Sereno cited provisions of the Constitution that should enable government and the people to fight graft. The Constitution has been around since 1987. But the past quarter century has seen the rise of corruption in government to Mount Everest proportions. No anti-graft efforts can scale it.
In the first part of her speech, the Chief Justice described the powers of the Commission on Audit (COA) which she thinks should be the main arm of government in fighting corruption.
