SAINTS, wrote George Orwell, should be judged guilty until proved innocent. Opinion polls should pass the same test, says the National Council on Public Polls (NCCP) in the United States. According to the NCPP, media organizations and journalists should ask the following 20 questions about poll results before reporting them:

1. Who did the poll?
