TAIPEI: Taiwan’s independence-minded president, Chen Shui-bian, on Sunday renewed his pledge to press for a new Constitution and continued arms buildup, a move sure to irritate rival China.
In his New Year message, Chen said he would work to push through various reforms, primary among them a package of constitutional reforms launched last year.
