Crime is a stranger in this Ilocos town

GREGORIO DEL PILAR, Ilocos Sur: This town in the heartland of Ilocos Sur has been crime-free for the last 20 years.

Named after the Bulakenyo boy general who died at age 24 defending Tirad Pass in 1899, Gregorio del Pilar is 26 kilometers from the progressive city of Candon.
