There is a clamor in Congress for the government to take custody of the four US Marines accused of raping a Filipina in Olongapo City in November.
Several lawmakers want the four Marines turned over to Philippine authorities despite concerns by prosecutors that such a move can stretch the legal proceedings beyond to the one-year period prescribed by the Visiting Forces Agreement.
