PRESIDENT Arroyo on Tuesday praised National Bureau of Investigation Director Reynaldo Wycoco as “a brave and brilliant police officer who burned the midnight oil to achieve his mission, however difficult the challenges.”
Wycoco died Monday after being comatose from a stroke for more than two weeks.
