THE ground commander of the government troops during last year’s mutiny at the Oakwood Premier service apartments in Makati City has been named the 33rd chief of staff of the 113,000-strong Armed Forces of the Philippines.

President Arroyo on Tuesday announced the appointment of Lt. Gen. Efren Abu as the AFP chief of staff, replacing Gen. Narciso Abaya, who will reach the mandatory retirement age of 56 on October 29.
