THE government is unlikely to achieve its target of P80 billion in additional revenues as only five tax-reform measures are expected to be approved by Congress, Rep. Joey Sarte Salceda of Albay disclosed Tuesday.
In his 123-page paper titled "Dimension of a Fiscal Crisis," Salceda admitted that despite the need for the passage of the eight tax measures certified urgent by Malacañang, only five are likely to be passed.
