Maj. Gen. Carlos F. Garcia cannot be admitted as a state witness, even if he could turn evidence against other military officers who have enriched themselves through corruption, according to Acting Justice Secretary Raul M. Gonzalez.
That means the general cannot also be eligible for the government's Witness Protection Program, Gonzalez told The Manila Times.
