The AFP leadership: One and the same cut

Not a few were disappointed with the statement of Lt. Gen. Ediberto Adan when he described that corruption in the military is 'systemic.' As if to say Maj. Gen. Carlos F. Garcia is faultless and that we should put the blame squarely instead on the system that has turned honest generals into big-time crooks.

I could only think of two reasons why Adan came up with that statement. One was to inoculate the AFP leadership from getting infected by the Garcia virus, and the other was to play down corruption in the military. Nice try but it won't fly. People didn't buy Adan's assessment. Not by a long shot.
