TOKYO — Japanese automaker Toyota Motor Corp. on Friday said that it plans to merge two factories in the Philippines in January, because it is operating at less than half of capacity owing to sluggish sales.

The factories in Bicutan and Santa Rosa have a combined annual capacity of about 50,000 units, but only about 20,000 vehicles a year have been assembled, a spokeswoman for Toyota said.
