DESPITE a $1-billion borrowing by the national government, more dollars left the Philippines than came in as of end-September, based on data released by the Bangko Sentral ng Pilipinas.
The country's balance of payments (BOP) in the January to September period posted a $178-million deficit, or a reversal from $111-million surplus in the same period last year.
