President Arroyo on Thursday dismissed talk of civil unrest, saying the government was "firmly and decisively" dealing with the issues that might lead to it.
"We are dismissing outright any suggestion of civil unrest. The government has acted firmly and decisively across the whole range of vital issues," President Arroyo said in a statement.
