Investor blames governor of Abra for missing scrap metal

BANGUED, Abra—A land development firm tasked to build an economic zone in Abra has accused men claiming to be employed by Gov. Vicente Valera of stealing millions of pesos worth of scrap out of the Tayum compound of the moribund Cellophil Resources Corp. (CRC).
