MALOLOS CITY: Delays in the preliminary investigation of the murder case of former vice mayor Arthur Garcia of Calumpit is not an act of cowardice on the side of the judiciary, a court high official said on Thursday.

Executive Judge Guillermo Agloro of the Malolos City Regional Trial Court told The Manila Times that the prosecution of the case appears to have slowed down because several motions for inhibition were filed against the public prosecutors who were investigating Garcia's May 22 murder.
