Only DAR can decide all CARP cases

Ruling that only the Department of Agrarian Reform can resolve agrarian and agrarian-related issues, the Supreme Court makes clear that the lower courts have no jurisdiction over these cases.

The ruling effectively sets aside the decision of the Court of Appeals on March 15, 2002, and its resolution on June 18, 2002, favoring former landowner Roberto Cuenca, who brought the issue of jurisdiction over agrarian cases to the appellate court.
