Former President Fidel V. Ramos's claim that a ports war was behind the Smokey Mountain investigation was a "bogus bogey" meant to cover up the reclamation scam, Sen. Miriam Defensor Santiago said Thursday.
Last week Ramos said the controversy shrouding the Smokey Mountain Development and Reclamation Project was "a smokescreen for a brewing war among commercial interests in the Port of Manila."
