TEN people died and more than a million people were affected by the monsoon-induced heavy rains and floods that swamped most parts of Luzon, the National Disaster Risk Reduction and Management Council (NDRRMC) and police said on Monday.
In a report, the NDRRMC identified the three fatalities as Dioscoro Camacho, 36, a resident from Nangka village in Marikina City; Gloria Borlongan Mendoza, 61, from Old Balara village in Quezon City; and Edgar Bugaay, 50, from San Antonio village in Quezon City who was initially reported as missing.
