Napocor ordered to blacklist erring firms

The Department of Energy (DOE) has directed state-owned National Power Corp. (Napocor) to study the “blacklisting” of firms and contractors that have unpaid accounts with the government corporation.

The order came about after Energy Secretary Angelo Reyes learned in a recent Napocor board meeting, which he also presides, that many contractors and firms dealing with the power generating firm have unpaid accounts, mostly consisting of fines for late delivery, especially for fuel.
