BANTAYAN ISLAND, Cebu: The Government Service Insurance System (GSIS),
an agency that provides social security benefits for government
employees, introduced its latest innovative system that will assist
pensioners and members in their transactions.
According to GSIS president and general manager,
Winston Garcia, “The program that we are launching is the
fulfillment of a dream or vision to make services available to our
members anytime, anywhere. The GSIS ‘anytime, anywhere’ is the
vision we pursued vigorously since 2003.”
Dubbed as GSIS Voice Activated Processing System
(G-V@PS), the system uses the members and pensioners’ unique voice
prints as identification and verification for their transactions
with GSIS. This is done with a phone call, either through landline,
cell phone or even Voice over Internet Protocol (VoIP); thus,
further relieving them from the burden of reporting to the GSIS
office.
Through the G-V@PS, members will be able to
avail of transactions, such as eCard Plus activation, consolidated
loan, eCash advance loan and compulsory policy loan. On the other
hand, pensioners will be able to avail of transactions such as eCard
Plus activation, annual renewal of active status and pension loan.
All transactions will be done with voice prompts and instructions.
The voice biometric technology was locally
created by the IT engineers of GSIS, which according to Garcia,
“Not a single foreign consultant was hired. We used our own IT
resources in order to develop this system.”
The voice biometric technology provides a secure
transaction for the member or pensioner. As part of the call, the
member or pensioner will be asked to repeat a series of numbers for
increased security during transactions.
To avail of G-V@PS, members and pensioners must
first have their eCard Plus, which serves as their official
identification card. Active GSIS members and pensioners must then go
to a G-V@PS enrollment center of the nearest GSIS office for
application. On the other hand, old-age pensioners who are bedridden
will be assisted through a home-visit schedule.
After filling up the form and presenting the
eCard, the member or pensioner’s voice would be recorded in an
enclosed room. A GSIS representative will assist the member or
pensioner throughout the process and will be the one to indicate
that the enrollee has been properly identified.
The G-V@PS is an option to all active members
and pensioners of GSIS.
The G-V@PS was previously piloted in Los
Angeles, San Francisco, Hawaii, New York, Washington, and Toronto,
Canada.
The GSIS also signed a memorandum of agreement
with the Philippine Postal Corp. (PPC) in Bantayan, to assist
members in getting their money from GSIS transactions. This was done
because there were no ATM machines in the island.
The G-V@PS is a sibling to the GSIS Wireless
Automated Processing System (G-W@PS) uses a fingerprint technology.
The G-W@PS was launched in 2006.
