Pardon and punishment
|
|
THE issue facing the Philippine penal system is not the pardon,
deserved or not, of prisoners but the utter misery that dominates
the majority of city, municipal and provincial jails and, to a
certain extent, the national penitentiary.
Pardons and paroles are part of the penological
system but it is not their dispensation or denial alone that should
interest the House, the Senate, the Department of Interior and Local
Government, the Department of Justice, the Catholic Bishops
Conference of the Philippines or the public.
