The Metropolitan Waterworks and Sewerage System (MWSS) has favored the Chinese government over a Japanese firm that offered to construct the Kaliwa Dam project intended to augment the Angat Dam and provide additional potable drinking water for Metro Manila.

The MWSS has given the go-signal for the bidding of the P12.2-billion Kaliwa Dam to be participated in by three Chinese firms (China Engineering Corp. Ltd./Power China Ltd.; Guandong Foreign Construction Consortium and Guandong Engineering Ltd.) even with a letter from Malacañang urging the MWSS to reconsider the proposal of a Japanese firm that offered to construct the project 30 percent cheaper.
