The House of Representatives failed to hold plenary debates on Monday on the proposed P3.757-trillion budget for 2019 amid heated arguments between lawmakers and swirling reports of a reorganization.

Early on Monday, there were reports that Davao City Rep. Karlo Nograles and Majority Leader Rolando Andaya had a shouting match allegedly over the insertion of P50 billion in the budget.
