THE National Disaster Risk Reduction and Management Council (NDRRMC) has issued a blue alert as tropical storm “Henry” (Son-Tih) left the Philippines on Tuesday, enhancing a southwest monsoon that flooded Metro Manila and parts of Luzon and the Visayas.
Under a blue alert, all member agencies and regional offices of the Office of Civil Defense (OCD) are obliged to monitor the situation 24/7.
